(CNSNews.com) – America faces a “constantly changing” terrorism threat that includes expanding partnerships among al Qaeda-inspired terrorist groups, said Homeland Security Secretary Janet Napolitano.
“More and more, we are seeing a homegrown extremism being an issue,” she said.
“The terrorist threat to our nation is as busy as it has been since anytime prior 911. The difference is that instead of one al Qaeda group, we now have many al Qaeda groups or al Qaeda-inspired groups, including for example AQAP [al Qaeda in the Arabian Peninsula], which has been centered in Yemen, which has been one the busiest ones in terms of attempts on the United States since I have been secretary.”

In a speech to members of the International Association of Chiefs of Police’s (IACP), Napolitano said law enforcement agencies in the United States “have to change and evolve” along with the terrorism threat that the country now faces.
She also called for a new type of “security architecture” that includes the proper resources and information sharing “to make sure that we are minimizing the risk that one of these attacks or attempted attacks will succeed,” and “maximizing our ability to cut something off before it has a chance to succeed and we are involving more people in that process.”
This new kind of “security architecture” should involve the government, law enforcement, the private sector, and citizens alike, Napolitano told the IACP on Wednesday, because it will increase the amount of information available to help prevent an attack inside U.S. borders.

Napolitano said “al Qaeda-inspired groups” are not necessarily taking orders from the “core al Qaeda.”
“Instead, it’s the process of a shared violent extremist ideology — ideology in the name of a very warped sense of Islam, but aimed at the West and aimed at the United States as part of the attacks on the West,” said Napolitano.
The DHS secretary highlighted her department’s “If You See Something, Say Something” initiative as an effective program to involve private citizens to report terrorism signs and other threats to law enforcement officials.
She also underscored DHS’s ongoing collaboration with federal agencies such as the FBI in countering violent extremism through the federal government’s Joint Terrorism Task Force.

Napolitano also talked about DHS working with state and local law enforcement to combat violent extremism by expanding and strengthening the 72 fusion centers currently established throughout the country.
According to the DHS Web site, “State and major urban fusion centers serve as focal points within the state and local environment for the receipt, analysis, gathering, and sharing of threat-related information between the federal government and state, local, tribal, territorial (SLTT) and private sector partners.”
“Located in states and major urban areas throughout the country, fusion centers are uniquely situated to empower front-line law enforcement, public safety, fire service, emergency response, public health, CIKR protection, and private sector security personnel to understand local implications of national intelligence, thus enabling local officials to better protect their communities,” according to DHS.

WASHINGTON (Reuters) – - Al Azhar, the centuries-old center of Islamic learning in Cairo, is a world away from Oklahoma City where William Suhaib Webb grew up.But it was not until the American Muslim leader immersed himself in Islamic studies at Al Azhar that he realized just how American he was, regardless of his religion.
“I didn’t really have enough comfort as a young convert to really be who I was … I adopted different cultural constructs that I had not grown up with,” he told Reuters in a telephone interview from Santa Clara, California, where he is an imam at a mosque and runs a website aimed at Muslim youth.
Named in 2010 by an Islamic think-tank as one of the 500 “Most Influential Muslims in the World” for his work with youth over the last decade, Webb is now arguably the kind of moderate Islamic leader Congressman Peter King said the country needs when he chaired hearings on Muslim militancy this month.
Webb’s positions on issues such as women’s rights and religious community involvement are near the American mainstream. He denounces violence in the name of Islam, and encourages U.S. Muslim youth to be comfortable with their American roots….
The Reuters story never mentions it, but Suhaib Webb is actually affiliated with the Muslim American Society.
And what is the Muslim American Society? The Muslim Brotherhood. “In recent years, the U.S. Brotherhood operated under the name Muslim American Society, according to documents and interviews. The Islamic Resistance Movement is one of the wings of Moslem Brotherhood in Palestine. Moslem Brotherhood Movement is a universal organization which constitutes the largest Islamic movement in modern times. It is characterized by its deep understanding, accurate comprehension and its complete embrace of all Islamic concepts of all aspects of life, culture, creed, politics, economics, education, society, justice and judgment, the spreading of Islam, education, art, information, science of the occult and conversion to Islam.7
Since its founding, the Muslim Brotherhood has openly sought to reassert Islam through the establishment of Sunni Islamic governments that will rule according to the strict and specific tenets of Shari’ah. To the Brotherhood, this is the correct primary endeavor of human civilization, with the ultimate goal being the unification of these regimes under the banner of the Caliphate – or universal Islamic state.
According to al-Banna, the Caliphate must govern all lands that were at one time under the control of Muslims. He stated:
We want the Islamic flag to be hoisted once again on high, fluttering in the wind, in all those lands that have had the good fortune to harbor Islam for a certain period of time and where the muzzein’s call sounded in the takbirs and the tahlis. Then fate decreed that the light of Islam be extinguished in these lands that returned to unbelief. Thus Andalusia, Sicily, the Balkans, the Italian coast, as well as the islands of the Mediterranean, are all of them Muslim Mediterranean colonies and they must return to the Islamic fold. The Mediterranean Sea and the Red Sea must once again become Muslim seas, as they once were.8
Once that is accomplished, the Caliphate is to be expanded to cover the entire globe, erasing national boundaries under the flag of Islam. This concept was elucidated by the Brotherhood luminary, Sayyid Qutb, who wrote in his seminal work, Milestones (1964), that Muslims are not merely obliged to wage jihad in defense of Islamic lands, but must wage offensive jihad in order to liberate the world from the servitude of man-made law and governance.9
Organizational Structure:
The Muslim Brotherhood used activism, mass communication, and sophisticated governance to build a large support base within the lower class and professional elements of Egyptian society. By using existing support networks built around mosques, welfare associations, and neighborhood groups, the Brotherhood was able to educate and indoctrinate people in an Islamic setting. The organization is headed by a Supreme Guide or Secretary General and is assisted by a General Executive Bureau (Maktab al-Irshad), and a constituent assembly known as the Shura Council. There have been six Secretaries General of the Egyptian Muslim Brotherhood,10 which is widely seen as the leading branch of the worldwide organization.
Ideology:
The Muslim Brotherhood seeks to restore the historical Caliphate and then expand its authority over the entire world, dismantling all non-Islamic governments. The Brotherhood aims to accomplish this through a combination of warfare – both violent and political.
The Muslim Brotherhood has provided the ideological model for almost all modern Sunni Islamic terrorist groups. When discussing Hamas, Al Qaeda, and Palestinian Islamic Jihad, Richard Clarke – the chief counterterrorism adviser on the U.S. National Security Council under Presidents Clinton and Bush – told a Senate committee in 2003 that “The common link here is the extremist Muslim Brotherhood – all of these organizations are descendants of the membership and ideology of the Muslim Brothers.”11

OBAMA DENIES KNOWLEDGE OF CONTROVERSIAL FED OPERATION SMUGGLING GUNS INTO MEXICO

Dubbed “Project Gunrunner,” the ATF says the mission is designed to “deny firearms, the ‘tools of the trade,’ to criminal organizations in Mexico and along the border.” But the operation‘s critics say it’s doing exactly the opposite, allegedly facilitating the delivery of thousands of guns into criminal hands.
CBS News broke the initial story last month.
Now under increasing fire for the controversial operation, the Obama administration is denying having authorized the mission. During an interview with Univision this week, President Obama said neither he nor Attorney General Eric Holder knew of the operation, now called “Operation Fast and Furious.”
Responding to reports that the Mexican government has complained that it told about the U.S. operation that allowed guns to illegally cross the international border, Obama said he didn’t inform Mexican President Felipe Calderon because he — the president of the United States — wasn’t informed either.
Ditching the old presidential moniker “The Buck Stops Here,” Obama responded that the U.S. government “a pretty big government” with “a lot of moving parts”
Although Attorney General Holder denies having authorized the controversial program, the Inspector General‘s investigation into the program began after the smuggled weapons were found at the scene of Agent Brian Terry’s murder. Since then, at least one gun smuggled from the U.S. was used to kill Immigration and Customs Enforcement (ICE) Agent Jamie Zapata, but it has not been determined if it was part of “Fast and Furious.”
“Letting guns ‘walk’ is not something that is acceptable,” Holder told a Senate Appropriations Subcommittee hearing this week. “Guns are different than drugs or money when we are trying to follow their trail. That is not acceptable.”
Former Arizona governor and acting Homeland Security Secretary Janet Napolitano — who has previously insisted America’s southern border is more secure than ever — has also denied prior knowledge of the “Fast and Furious” operation:
The Obama administration has previously blamed U.S. guns for Mexican drug violence and called on Congress to enact new more strict gun control measures. But with reports of ATF agents encouraging American gun retailers to be reckless with their sales, gun advocates worry politicians in Washington may be purposefully inflating the threat of cross-border gun violence to justify new gun regulation
Congressional calls for a large-scale investigation into gunrunner operations like “Fast and Furious” have gone unanswered by the Obama administration.
Sen. Chuck Grassley, R-Iowa, initiated an investigation into the operations with a letter to the ATF dated Jan. 27, 2011. In it, Grassley notes his concerns about potential “careless” negligence in implementing the strategy.
Grassley then addressed a follow-up letter to Attorney General Holder dated March 3. Despite the DOJ’s insistence that ATF would never “knowingly allow weapons to fall into the hands of criminals, or let firearms ‘walk’ in an operation,” Grassley said mounting evidence supported whistleblower allegations.
In addition, Grassley’s letter stated that ATF agents had been threatened and warned against speaking out against the policy. “If you don’t think this is fun, you’re in the wrong line of work– period!” one ATF supervisor’s email read. “This is the pinnacle of domestic U.S. law enforcement techniques. After this the toolbox is empty. Maybe the Maricopa County Jail is hiring detention officers and you can get paid $30,000 (instead of $100,000) to serve lunch to inmates all day.”
