“Allen West is denigrating the millions of Americans who voted to elect Congressional Progressive Caucus (CPC) members, and he is ignoring the oath they took to protect and defend the U.S. Constitution—just like he did. Calling fellow Members of Congress ‘communists’ is reminiscent of the days when Joe McCarthy divided Americans with name-calling and modern-day witch hunts that don’t advance policies to benefit people’s lives.

“We hope the people of Florida’s 22nd Congressional District will note that he repeatedly polarizes the American people instead of focusing on their interests. When people like Rep. West have no ideals or principles, they rely on personal attacks. The CPC is proud to stand up for economic equality and civil and human rights for all Americans. Notes: Apparently, Michelle Obama referred to these words during her Democratic National Convention speech:

“She said, ‘Barack stood up that day,’ talking about a visit to Chicago neighborhoods, ‘and spoke words that have stayed with me ever since. He talked about ‘The world as it is‘ and ‘The world as it should be…’ And, ‘All of us driven by a simple belief that the world as it is just won’t do – that we have an obligation to, fight for the world as it should be.”

Do you wonder who — or whose values — should determine what “the world… should be?”

Alinsky’s tactics were based, not on Stalin’s revolutionary violence, but on the Neo-Marxist strategies of  Antonio Gramsci, an Italian Communist. Relying on gradualism, infiltration and the dialectic process rather than a bloody revolution, Gramsci’s transformational Marxism was so subtle that few even noticed the deliberate changes.

The Congressional Progressive Caucus (CPC) was founded in 1991 by Bernie Sanders, a self-identified socialist who had recently been elected to the U.S. House of Representatives. Sanders’ CPC co-founders included House members Ron Dellums, Lane Evans, Thomas Andrews, Peter DeFazio, and Maxine Waters. The Institute for Policy Studies (IPS) was also involved in CPC’s founding, as werethe Democratic Socialists of America (DSA).

Another key player in establishing CPC was the Democratic Socialists of America(DSA), which has maintained a close alliance with the Caucus ever since. In 1997, DSA’s political director, Chris Riddiough, organized a meeting with CPC leaders to discuss how the two groups might be able to “unite our forces on a common agenda.” Among those who participated in the meeting were Bernie Sanders, labor leader Richard Trumka, professor Noam Chomsky, feminist Patricia Ireland, Rev.Jesse Jackson, Senator Paul Wellstone, journalist William Greider, and the socialist author Barbara Ehrenreich.

Beginning in 1997, CPC worked closely with the newly launched “Progressive Challenge, a coalition of more than 100 leftist organizations that sought to unite their activities and objectives under a “multi-issue progressive agenda.” To view a list of many of the major groups that co-sponsored the Progressive Challenge, click here.

On November 11, 1999, CPC drafted a vital Position Paper on economic inequality, which called for “legislative initiatives” to combat the “income and wealth disparities” that “distor[t] our democracy, destabiliz[e] the economy, and erod[e] our social and cultural fabric.” Lamenting that “two and a half decades of government policies and rules governing the economy” had been “tilted in favor of large asset owners at the expense of wage earners,” the document derided the “pro-investor bias” of America’s existing “tax policy, trade policy, monetary policy, [and] government regulations.”

In 2005 CPC spelled out its political agendas in what would become its signature document, the “Progressive Promise.” Therein, the Caucus emphasizes its commitment to four major priorities: Economic Justice and Security; Civil Rights and Civil Liberties; Global Peace and Security; and Environmental Protection & Energy Independence. Under the rubric of these items fall a number of additional key CPC objectives, such as these:

● “To uphold the right to universal access to affordable, high-quality healthcare for all.”
● “To … create new jobs in the U.S. by building more affordable housing, re-building America’s schools and physical infrastructure, cleaning up our environment, and improving homeland security.”
● “To ensure [that] working families can live above the poverty line and with dignity by raising and indexing the minimum wage.”
● “To sunset expiring provisions of the Patriot Act and bring remaining provisions into line with the U.S. Constitution.”
● “To fight corporate consolidation of the media and ensure opportunity for all voices to be heard”—essentially a plan for purging conservative voices from the airwaves by means of the “Fairness Doctrine or adherence to the principles of “localism.”
● “To bring U. S. troops home from Iraq as soon as possible.”
● “To encourage debt relief for poor countries” as outlined in the United Nations Millennium Project, a massive redistributive scheme calling for the governments of wealthy countries to commit 0.7% of their GNP to promoting “the economic development and welfare of developing countries.”
● “To free ourselves and our economy from dependence upon imported oil and shift to growing reliance upon renewable energy supplies and technologies.”
● To “eliminate [the] environmental threat posed by global warming,” an objective that may be accomplished by increased emphasis on “solar, biomass, and wind power.”
● “To promote environmental justice,” a term founded on the premise that hazardous-waste landfills and pollution-emitting industries tend to be situated disproportionately near minority neighborhoods.

A 2002 report by Joelle Fishman, chair of the Communist Party USAs Political Action Committee, stated that the Progressive Caucus “provides an important lever that can be used to advance workers’ issues and move the debate to the left in every Congressional District in the country.” In a 2010 CPUSA report, Party member David Bell identified Progressive Caucus members as his organization’s “allies in Congress.”

The Congressional Progressive Caucus was founded in 1991 by Bernie Sanders-the openly socialist then Congressman from Vermont, Democratic Socialists of America (DSA) and the radical Washington DC based “think tank” Institute for Policy Studies (IPS).

Possible new members after 2010 elections

According to David Dayden writing on leftist blog FireDogLake. “What about the ones who won? Democrats picked up three seats from Republicans, making good on some prior anomalies and realigning correctly. Colleen Hanabusa (HI-01), Cedric Richmond (LA-02) and John Carney (DE-AL) all won. Of those, I would say Hanabusa and Richmond will join the Progressive Caucus. In AL-07, Terri Sewell replaced Artur Davis. She’s a lot more progressive than he ever was, and she will likely join the caucus. David Cicilline (RI-01), the replacement for Patrick Kennedy and another openly gay member of Congress, is likely to join (Patrick Kennedy never did). The race that a progressive lost in a primary, Carolyn Cheeks Kilpatrick (MI-13), was over ethical issues, and she’ll be replaced by Hansen Clarke, likely to join the caucus.[6]

New California member

On entering Congress in 2011, Janice Hahn of Los Angeles joined the Congressional Progressive Caucus.[7]

Democratic Socialists of America

Democratic Socialists of America played a role in organizing the CPC, according to Chicago DSA;[8]

Congressman Bernie Sanders has been charging that these bail-outs to regimes which violate worker and civil rights are illegal under a law passed last year by Sanders and Representative Barney Frank, both leaders of the Progressive Caucus in Congress which DSA has helped to organize.

DSA continues to work closely with the Congressional Progressive Caucus[9];

Since 1982, DSA has been working for progressive change. As a national organization, DSA joins with its allies in Congress’ Progressive Caucus and in many other progressive organizations, fighting for the interests of the average citizen both in legislative struggles and in other campaigns to educate the public on progressive issues and to secure progressive access to the media.

Several past members of CPC have been close to DSA including David BoniorHilda SolisRon Dellums and Major Owens. Serving Illinois Congressman Danny Davis is a DSA member, while Jan SchakowskyJerrold NadlerBob FilnerJohn ConyersJohn Lewis and Bernie Sanders all have DSA connections.

According to a DSA flier the organization works with CPC to promote “progressive change.[10]

DSA is an activist organization, not a political party. From promoting single-payer health care, to combating Congress’ war on the poor, to proposing democratic alternatives to the power of the transnational corporations, DSA is in the center of struggles to advance a progressive America. This struggle is carried on not only by prominent leaders, but more importantly, through the work of thousands of DSA members across the country.
Since 1982, DSA has been working for progressive change. As a national organization, DSA joins with its allies in Congress’ Progressive Caucus and in many other progressive organizations, fighting for the interests of the average citizen both in legislative struggles and in other campaigns to educate the public on progressive issues and to secure progressive access to the media.

In 1997 Chicago DSA member Bruce Bentley wrote;

There is a class struggle in process in the Congress with the Progressive Caucus around such issues as the Welfare Bill, NAFTA and Single Payer Health Care.

As a result of this DSA’s Political Director Christine Riddiough organized a meeting with the Congressional Progressive Caucus with the purpose and cogent task as to: “How can we unite our forces on a common agenda?[11]

Those in attendance included Richard TrumkaNoam ChomskyPatricia IrelandWilliam Greider and Jesse Jackson.

According to a Democratic Socialists of Central Ohio, Progressive Challenge, was a national coalition of the Congressional Progressive Caucus, Americans for Democratic ActionNOW, and Democratic Socialists of America[12].

In 1999 the Young Democratic Socialists of James Madison University wrote;[13]

D.S.A. is not a political party, but rather works within the left wing of the Democratic Party and other third parties. D.S.A. is a driving force for the Progressive Caucus in the U.S. House of Representatives (led by Rep. Bernie Sanders, Socialist Congressman of Vermont).

DSA link to other parties

According to Christine Riddiough “DSA supports a ‘Better Way’,global dialogue that links parliamentarians of the Left, community activists and Non-Governmental Organizations working against the untrammeled rights of corporations to divide and rule. DSA tries to link the U.S. Congressional Progressive Caucus to parliamentarians of the Left in other countries.”[14]

Institute for Policy Studies/Progressive Challenge

Congressional Progressive Caucus is heavily influenced by the radical Washington D.C. “think tank,” the Institute for Policy Studies (IPS).

Currently, IPS advises the Congressional Progressive Caucus, which, with more than 70 members, is the largest non-party Caucus.

In the late 1990s IPS established Progressive Challenge to utilize leftist groups including Democratic Socialists of AmericaAmericans for Democratic ActionUnited Electrical WorkersNETWORKNational Jobs for All Coalition etc to pressure[16]the Progressive Caucus in the “correct” direction.

Democratic Socialists of America member Bob Roman, writes of a 1998 Chicago Progressive Challenge meeting attended by Illinois Congressmen Jesse Jackson JrLuis Gutierrez and Danny Davis[17];

On the evening of Monday, April 21, the Progressive Challenge came to Chicago. Starting off with a town hall style meeting that brought together about 150 people in the UNITE hall at 333 S. Ashland in Chicago, the meeting was structured to present testimony from representative of various local organizations to local Congressional members of the Progressive Caucus.
DSA was particularly well represented by the testimony of the Youth Section’s International Secretary, Daraka Larimore-Hall. Daraka Larimore-Hall gave an impassioned, coherent presentation that linked the various aspects of DSA’s agenda with the project at hand.

The Progressive Challenge is an effort to link the Congressional Progressive Caucus with the larger left grass roots network of single issue, constituent, labor and ideological organizations. The Institute for Policy Studies is very much the keystone organization of this project, which has brought together some 40 organizations including DSA, Americans for Democratic Action, United Electrical Workers, NETWORK, National Jobs for All Coalition to name a few. No one of these groups is a major player inside the Beltway, but together they have captured the attention of the Progressive Caucus and contributed to its growth.

“The Progressive Challenge: Capitol Hill Forum”

On January 9, 1997, over 600 people attended “The Progressive Challenge: Capitol Hill Forum” sponsored by the House Progressive Caucus,Democratic Socialists of America, and a host of other progressive organizations.

The primary goal of this day-long “kick-off” forum was to “identify the unifying values shared by progressives at this point in US history, to help define core elements of a forward-looking progressive agenda, and to pinpoint ways to connect that agenda with the concerns of millions of disillusioned people who lack voices in present politics and policy-making.”
