Eurasian Security Bloc Led by Russia and China Growing in Influence, Ambition

(CNSNews.com) – A planned meeting in Beijing between Russian President Vladimir Putin and his Iranian counterpart is drawing fresh attention to the event that will bring both men to the Chinese capital – a gathering of a security bloc sometimes described as a Eurasian counterweight to the U.S. and NATO.

The six-member Shanghai Cooperation Organization (SCO) will hold its 12th leaders’ summit on Wednesday and Thursday. The Kremlin says Putin and Ahmadinejad will meet on the summit sidelines to discuss the Iranian nuclear standoff, ahead of Russian-hosted multilateral nuclear talks later this month.

Iran is not a member of the SCO, but the six countries that are – China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan – have for years held out the prospect of membership to a handful of aspirants on its fringes.

Iran, Pakistan, India and Mongolia are now officially SCO “observers” while Afghanistan has applied for that status. Belarus and Sri Lanka are SCO “dialogue partners” and Turkey is keen to join them.

The SCO was established in current form in 2001, when Uzbekistan joined the existing “Shanghai Five” grouping. It has a secretariat in Beijing and a regional counter-terrorism center in Tashkent, Uzbekistan.

The SCO’s main declared focus has been regional security and the fight against the “three evils” of separatism, extremism and terrorism, a Chinese doctrine originally directed at Uighur and Tibetan separatists. It also pursues economic cooperation among members and has established an SCO Development Bank.

Joint exercises are held regularly aimed at enhancing the interoperability of member states’ forces. This year’s summit will be followed by a week-long joint anti-terrorism military exercise, “Peace Mission 2012,” in Tajikistan.

SCO secretariat officials and member-states’ governments consistently assert that the bloc is not aimed at any outside power although it is frequently implied that the organization offers an alternative – that is, a non-Western – vision of international affairs.

China’s official Xinhua news agency in a commentary Monday said the SCO promotes the “creation of a new international political and economic order featuring democracy, justice and rationality,” while another Xinhua article said the SCO “has transformed into a new model of regional cooperation, rather than an alliance bullying others.”

At a time when Washington is pledging a greater focus on the Asia-Pacific, Beijing is leery of strengthening links between the U.S. and countries on China’s periphery, while the return of Putin to the Kremlin could bring new challenges in Russia-U.S. relations.

The invitation to Ahmadinejad to attend the summit is a further sign of Russian and Chinese muscle-flexing in the face of U.S.-led attempts to isolate and pressure Iran over its nuclear ambitions. The two U.N. Security Council permanent members have strongly resisted sanctions against Tehran and China is a major customer of Iranian oil.

‘The geopolitical reality of the 21st century’

The coming years will see significant strategic adjustments in Eurasia as NATO forces leave Afghanistan. Although NATO and the U.S. pledge support for Afghanistan beyond the troop withdrawals, SCO leaders expect the bloc to move into any vacuum left by their departure.

“It is possible that the SCO will assume responsibility for many issues in Afghanistan after the withdrawal of coalition forces in 2014,” Kazakhstan President Nursultan Nazarbayev wrote in a Moscow Times op-ed last year.

China is already among the largest foreign investors in Afghanistan and Pakistani leaders have been prodding Afghan President Hamid Karzai to look to the SCO for a long-term strategic partnership, a move that would align with Kabul’s hopes to become a crossroads for trade between South and Central Asia. Karzai is also expected to attend this week’s summit.

As the bloc enters its second decade, leaders are emphasizing its growing power and influence.

“A considerable number of states and international organizations becoming increasingly interested in the SCO is also clear evidence of the growing prestige and influence of the organization,”  Kyrgyz President Almazbek Atambayev told Xinhua this week.

“[A]ll clear-headed politicians and experts in economics and international relations realize that it is not possible to set the global agenda today behind Russia’s and China’s backs and without taking their interests into account,” Putin wrote in a commentary published in People’s Daily ahead of his visit. “Such is the geopolitical reality of the twenty-first century.”

Putin described the SCO as a “rapidly-developing” organization that had yet to realize its full potential but “has already earned itself an influential place and speaks with a confident voice on the international stage.”
