Feds, civil rights groups gear up for 2010 Census

The Obama administration launched an unprecedented $340 million promotional blitz for the 2010 Census Monday with the debut of the Census Portrait of America Road Tour in New York City’s Times Square.

The tour includes a 46-foot trailer and 12 smaller cargo vans with 14-foot trailers that will crisscross more than 150,000 miles nationwide through April to promote the importance of getting people to respond to the 10-question Census.

The caravan plans to visit more than 800 events including parades and festivals such as New Orleans Mardi Gras and San Francisco’s Chinese New Year celebration. National sporting events such as the Super Bowl, the Daytona 500 and the NCAA Final Four are included.

The promotional blitz will also feature:

– $140 million for TV, radio, print and outdoor advertising, including $2.5 million for two ads in the Feb. 7 Super Bowl pregame show and a 30-second spot during the game.

– Roughly $80 million for ads directed at racial and ethnic groups and non-English speakers, in 28 languages. The bulk of it will reach out to Latinos, African Americans, Asians and American Indians. Some ads will also be in Arabic, Yiddish and other languages.

This year the government is making an extra effort to count those who have traditionally been hard to count: racial and ethnic minorities, immigrants and the poor.

Leading civil rights groups such as the NAACP Legal Defense Fund, the National Council of La Raza, the National Urban League and the National Coalition of Black Civic Participation have joined together to promote the Census in a national campaign called Count on Change 2010.

Count on Change 2010 aims to increase the final Census response rate by 10 percent, resulting in an additional $633,000,000 in federal and state funding to hard-to-count areas in the Black and Latino communities.

The Obama administration and civil rights leaders are encouraging every household to participate in the census-taking process so that disenfranchised communities can be empowered in the coming period.

Fearing that millions of undocumented Latino immigrants may not be counted, Latino leaders are mobilizing a nationwide drive to urge the Latino community to participate.

Nearly 1 million Latinos were undercounted in the 2000 Census, civil rights leaders contend. Not only does an inaccurate census affect the distribution of federal dollars, it also impacts the drawing of congressional districts, they note. They add if undocumented immigrants, an estimated 8 million of whom are Latino, are not included, the undercount could be much greater.

According to a recent study by NDN, a Democratic advocacy group, and America’s Voice, an immigrant advocacy group, congressional delegations in eight states with large Latino populations could grow if all Latinos – the nation’s largest minority sector at some 47 million – are counted.

Six states that would gain a congressional seat include Florida, Georgia, Nevada, Oregon, South Carolina and Utah. Arizona would get two and Texas up to four.

Last month, the Senate rejected a measure by Sen. David Vitter, R-La., that would have included only U.S. citizens in the official tally. The Constitution calls for all residents to be counted.

Latino leaders hope to attract full participation in the Census as a continuation of the immigrant rights activism that swept the nation beginning in 2006, when millions of Latinos and supporters marched for immigrant rights nationwide. The actions led to nationwide campaigns to naturalize immigrants followed by a mass voter registration drive.

“We want to tap into that same spirit,” said Arturo Vargas, executive director of the National Association of Latino Elected and Appointed Officials Educational Fund, a bipartisan group and census drive organizer.

Speaking to the New York Times Vargas added, “We have to go back to everybody and say, ‘Just as you marched, just as you naturalized, just as you voted, now you have to be counted.'”

Nearly 12 million Latinos voted in November 2008, an increase of 2 million over 2004, according to NDN.

Latinos as well as African American and other minority groups hope to extend their voting power with a Census count that increases more electoral representation in their communities.

ACORN’s history and Project Vote:

Project Vote is the voter-mobilization arm of ACORN. It is a 501(c)(3) non-profit organization whose professed purpose is to carry out “non-partisan” voter registration drives; to counsel voters on their rights; and to litigate on behalf of voting rights — focusing on the rights of the poor and the “disenfranchised.”

Project Vote’s major program areas include the following:

Voter Participation Program: “[Since its inception], Project Vote has helped more than 4 million Americans in low-income and minority neighborhoods register to vote, including 1.1 million in 2003-04. In the same period, Project Vote reached more than 2.3 million low-income and minority voters to educate them about the importance of voting. Our methodology is based on face-to-face contact between voters and trusted community messengers, generally a representative of a local community organization.”

Election Administration Program: “[This program] encompasses every aspect of election implementation, from voter registration application design to voting booth placement to vote counting and everything in between. Working in neighborhoods nationwide, Project Vote documents voting problems and works closely with elections officials, secretaries of state, and state legislators to enact proactive, pragmatic solutions. A central component of our work is the inclusion of low-income and minority voters through the involvement of our community partners.”

NVRA Implementation Project: “[This] partnership between Project Vote, ACORN and Demos aims to improve voter registration services at public assistance agencies. Section 7 of the National Voter Registration Act of 1993 requires states to offer voter registration to public assistance clients upon application, recertification or renewal, and change of addresses. The Project … offers technical assistance.”  The National Voting Rights Institute and the Lawyers Committee for Civil Rights Under Law have recently become co-administrators of this initiative.

The stated purpose of Project Vote is to work within the system, using conventional voter mobilization drives and litigation to secure the rights of minority and low-income voters under the U.S. Constitution. However, the organization’s actions indicate that its true agenda is to overwhelm, paralyze, and discredit the voting system through fraud, protests, propaganda and vexatious litigation. In this respect, Project Vote is following the so-called “crisis strategy” or Cloward-Piven Strategy pioneered during the Sixties by Columbia University political scientists Richard Cloward and Frances Fox Piven.

As a follow-up to their effort to collapse the welfare system in the 1960s, in 1983 Cloward and Piven founded the Human Service Employee Registration, Voting and Education campaign Fund (Human SERVE Fund). Its objective, they said, was to increase voter turnout among the poor. But unlike Project Vote, Human SERVE did not rely on conventional door-to-door canvassing, or even on the more effective method of registering people in food stamp and unemployment lines which Project Vote had pioneered. Rather, Human SERVE lobbied government officials directly to enact laws and regulations directing public employees to offer to register citizens applying for services at government agencies. This effort realized its grandest ambition on May 20, 1993, when President Clinton signed the National Voter Registration Act of 1993 — commonly called the “Motor-Voter Act.” It ordered every state to provide resources enabling people to register to vote at state agencies, at the same time they applied for drivers’ licenses, welfare, Medicaid and disability benefits. In June 2000, Cloward and Piven dissolved Human SERVE, leaving to ACORN and Project Vote the task of making the Motor Voter “crisis strategy” work at the polls. It did, in fact, fuel an explosion of fraudulent voters.

In 1996, Project Vote became involved in Teamstergate — a criminal conspiracy to embezzle funds from the Teamster treasury, launder them through outside organizations, and then siphon them back into the re-election war chest of Teamsters President Ron Carey in 1996. According to trial testimony, the operation was approved by high-level White House and Democratic Party officials.

A persistent pattern of lawlessness has followed ACORN/Project Vote activists over the years. For example, one Project Vote contractor — a single mother of three — forged 400 voter registration cards in 1998. “Some of the addresses listed on these applications were traced to vacant lots, boarded-up buildings, abandoned buildings, and nonexistent house numbers,” notes a report by the Employment Policies Institute. Former Miami-Dade field director for ACORN’s 2004 voter mobilization Mac Stuart has testified that fraud is standard procedure for ACORN/Project Vote canvassers — behavior that is not only tolerated but encouraged by supervisors. “[T]he voter registration project has been operating illegally since it started,” Stuart told investigators.

In the 2004 election cycle, ACORN and Project Vote canvassers fanned out by the thousands across battleground states, turning up repeatedly in press reports and on police blotters in connection with fraudulent petitioning and voter registration. Canvassers were caught or accused of filing registrations in duplicate, filing them for deceased or imaginary people or, in some cases, destroying large numbers of Republican registrations.

Don’t Wreck the Census

Last week, Senators David Vitter (R-LA) and Bob Bennett (R-UT) introduced an amendment to the Commerce, Justice, Science, and Related Agencies Appropriations Act, 2010 (HR 2847) which would require that the 2010 Census include a question about immigration or citizenship status.

If passed, Vitter’s amendment would throw a monkey wrench into the U.S. Census, by stopping the 2010 Census dead in its tracks–preventing the questionnaire forms from being mailed next spring and wasting over $7 billion in research, planning, and preparation that has occurred for Census 2010. Lastly, it would completely render useless the one document that is supposed to paint an accurate picture of who we are as a nation.

And that’s why SEIU has joined with 11 other partners to launch Don’t Wreck the Census.

$7 billion in research, planning, and preparation?  That is with a “B” folks for BILLION.


WHERE did the money come from for this research, planning and preparation?
George Soros? The Rockefellers? The United Nations coffers? The taxpayers? Or ALL OF THE ABOVE?

Census Workers “Painting” Every Door In America With GPS Location?

Well, now we know why ACORN got 5 Billion$ from the Stimulus Bill, and why the White House took control of the US Census Bureau. A perfect excuse to start tagging homes in America for the next Census scheduled for 2010, though it directly violates Sec. 223, Title 13, U.S. Code, Chapter 7, Subtitle 2 which provides the Fed NO authority to GPS paint your front door. It is in direct violation of the Constitution and no one is doing anything to stop it.

ACORN signed on as a national partner with the U.S. Census Bureau in February 2009 to assist with the recruitment of the 1.4 million temporary workers needed to go door-to-door to count every person in the United States — currently believed to be more than 306 million people. But the count doesn’t take place until 2010. This is April 2009.

No imagination is required to think up a whole laundry list of evil that could be done with a nationwide GPS grid of coordinate’s markers painted on every private home across the country. But I was having trouble thinking up one good reason for it, even one legitimate use that would justify what must be a very expensive undertaking.

According to one of the Census workers, who spoke with me on condition of anonymity, they must GPS mark the coordinates “within 40 ft of every front door” in America and they are supposed to complete that mission nation wide, within 90 days, by the end of July 2009.

The workers were not told why they were GPS marking every front door. But a supervisor is sent out to follow them door-to-door, to make certain that no door is left unmarked. Every door will be marked by one employee, and then checked by a follow-up supervisor.

So, I had to ask, why?

Why does the Obama administration need or want the latitude and longitude coordinates for every home in America? Why the rush to GPS paint every home in the next 90 days? Why must the marker be within 40 ft of every front door? For what possible purpose does the Fed need GPS coordinates for every home, and under what authority do they have the right? Census workers, whom I asked, had the same holy-crap look on their faces that I had by then.

Best I can tell, the Fed has NO authority whatsoever, to paint the front door of every private residence in America. Still, that is exactly what they are doing. Now, the trillion dollar question is, why?”

The far-reaching — and potentially dangerous — provision that no one knows about.

You’ve heard a lot about the astonishing spending in the $787 billion economic stimulus bill, signed into law this week by President Barack Obama. But you probably haven’t heard about a provision in the bill that threatens to politicize the way allegations of fraud and  and corruption are investigated — or not investigated — throughout the federal government.

The provision, which attracted virtually no attention in the debate over the 1,073-page stimulus bill, creates something called the Recovery Accountability and Transparency Board — the RAT Board, as it’s known by the few insiders who are aware of it. The board would oversee the in-house watchdogs, known as inspectors general, whose job is to independently investigate allegations of wrongdoing at various federal agencies, without fear of interference by political appointees or the White House.

In the name of accountability and transparency, Congress has given the RAT Board the authority to ask “that an inspector general conduct or refrain from conducting an audit or investigation.” If the inspector general doesn’t want to follow the wishes of the RAT Board, he’ll have to write a report explaining his decision to the board, as well as to the head of his agency (from whom he is supposedly independent) and to Congress. In the end, a determined inspector general can probably get his way, but only after jumping through bureaucratic hoops that will inevitably make him hesitate to go forward.

When Iowa Republican Sen. Charles Grassley, a longtime champion of inspectors general, read the words “conduct or refrain from conducting,” alarm bells went off. The language means that the board — whose chairman will be appointed by the president — can reach deep inside a federal agency and tell an inspector general to lay off some particularly sensitive subject. Or, conversely, it can tell the inspector general to go after a tempting political target.

“This strikes at the heart of the independence of inspectors general,” Grassley told me this week, in a phone conversation between visits to town meetings in rural Iowa. “Anytime an inspector general has somebody questioning his authority, it tends to dampen the aggressiveness with which they pursue something, particularly if it’s going to make the incumbent administration look bad.”

I asked Grassley how he learned that the RAT Board was part of the stimulus bill. You’d think that as a member of the House-Senate conference committee, he would have known all about it. But it turns out Grassley’s office first heard about the provision creating the RAT Board last Wednesday, in a tip from a worried inspector general. It wasn’t until Friday morning — after the bill was finished and just hours before the Senate was to begin voting — that Grassley discovered the board was in the final text. “This was snuck in,” Grassley told me. “It wasn’t something that was debated.”

Snuck in by whom? It’s not entirely clear. “I intend to get down to the bottom of where this comes from,” Grassley vowed. “And quite frankly, it better not come from this administration, because this administration has reminded us that it is not about business as usual, that it is for total transparency.”

Maybe not this time. When I inquired with the office of a Democratic senator, one who is a big fan of inspectors general, I was told the RAT Board was “something the Obama administration wanted included in this bill.” When I asked the White House, staffers told me they’d look into it. So for now, at least, there’s been no claim of paternity.

The RAT Board has all sorts of other things wrong with it. For one thing, it’s redundant; there is already a board through which inspectors general police themselves, created last year in the Inspectors General Reform Act. For another thing, it could complicate criminal investigations stemming from inspector general probes. And then there’s the question of what it has to do with stimulating the economy.

But none of that matters now. It’s the law.

Last Friday, when he learned the RAT Board was in the final bill, Grassley wanted to voice his objections on the Senate floor. But there was no time in the rush to a vote, so Grassley’s statement went unread. “It’s fitting that the acronym for this board is RAT,” he was prepared to tell the Senate, “because that’s what I smell here.”

12,000,000 New Democrats


The acting director of the U.S. Census Bureau, Thomas Mesenbourg, told CNSNews.com that the bureau intends to work with community organizations to make sure every illegal alien in the United States is counted in the 2010 Census.

The Census is used to apportion the seats in the U.S. House of Representatives.  There are 435 House seats that are divided among the states in proportion to their population, which is determined by the decennial census.  States with more people get more seats in the U.S. House.

This means that a state harboring more illegal aliens can gain more House seats as long as the Census Bureau finds the illegal aliens and counts them.  This also means that the illegal alien population resident in the United States during a census year has the potential to alter the regional and philosophical balance of power in Congress.

When asked whether he intended to maximize the count of illegal aliens in next year’s census, Mesenburg said: “Our job is to count everyone that resides in the U.S. — count them once.  So, certainly that’s our goal to count every individual, every resident whether they’re documented, undocumented, whether they are citizens or non-citizens.”

He said local community organizations will play a key role in making sure all illegal immigrants are counted.

“The local communities are going to have a strong partnership program in each of the local communities, and we’re going to focus on the hard to count geographic areas.  That typically has been areas with high numbers of undocumented workers but it’s much more diverse than that,” he said.

“So, what we’ll do is we’ll have Census Bureau folks out in those neighborhoods recruiting community organizations, faith-based organizations, and local media to get that message out that it’s safe, it’s easy, and it’s important to file your 2010 Census form,” said Mesenbourg.

Ruben Keoseyan, publisher of the newspaper La Raza, said the organizations at the press conference have partnered with the Census Bureau to help undocumented immigrants “come out and register” for the census.

“This is not just a partnership among the people that you see here,” said Keoseyan.  “This is also a partnership with the Census Bureau because we believe that we can aid in helping those people come out and register and participate in the census.  It’s a much easier form.  It’s going to be in Spanish.”

Now you know why Obama moved the Census to the White House and why Rahm Emanuel is in charge.  It’s all part of the Progressive’s coup d’état and consolidation of power.

The best Rahm Emanuel story is not the one about the decomposing two-and-a-half-foot fish he sent to a pollster who displeased him.

It is not about the time – the many times – that he hung up on political contributors in a Chicago mayor’s race, saying he was embarrassed to accept their $5,000 checks because they were $25,000 kind of guys.

No, the definitive Rahm Emanuel story takes place in Little Rock, Ark., in the heady days after Bill Clinton was first elected President.

It was there that Emanuel, then Clinton’s chief fund-raiser, repaired with George Stephanopoulos, Mandy Grunwald and other aides to Doe’s, the campaign hangout.

Revenge was heavy in the air as the group discussed the enemies – Democrats, Republicans, members of the press – who wronged them during the 1992 campaign.

Clifford Jackson, the ex-friend of the President and peddler of the Clinton draft-dodging stories, was high on the list.

So was William Donald Schaefer, then the Governor of Maryland and a Democrat who endorsed George Bush.

Nathan Landow, the fund-raiser who backed the candidacy of Paul Tsongas, made it, too.

Suddenly Emanuel grabbed his steak knife and, as those who were there remember it, shouted out the name of another enemy, lifted the knife, then brought it down with full force into the table.

”Dead!” he screamed.

The group immediately joined in the cathartic release: ”Nat Landow! Dead! Cliff Jackson! Dead! Bill Schaefer! Dead!”

Utah’s congressional delegation is calling President Obama’s decision to move the U.S. census into the White House a purely partisan move and potentially dangerous to congressional redistricting around the country.

Rep. Jason Chaffetz, R-Utah, told FOX News on Monday that he finds it hard to believe the Obama administration felt the need to place re-evaluation of the inner workings of the census so high on his to-do list, just three weeks into his presidency.

“This is nothing more than a political land grab,” Chaffetz said.

Rep. Rob Bishop, R-Utah, told the Salt Lake Tribune that the move “shouldn’t happen.” He and Chaffetz are trying to rally Republicans “before its too late.”

“It takes something that is supposedly apolitical like the census, and gives it to a guy who is infamously political,” Bishop said of Chief of Staff Rahm Emanuel, who would be tasked with overseeing the census at the White House.

The U.S. census — a counting of the U.S. population — is conducted every 10 years by the Commerce Department. Its results determine the decennial redrawing of congressional districts

As a matter of impact, the census has tremendous political significance. Political parties are always eager to have a hand in redrawing districts so that they can maximize their own party’s clout while minimizing the opposition, often through gerrymandering.

The census also determines the composition of the Electoral College, which chooses the president. If one party were to control the census, it could arguably try to perpetuate its hold on political power.

The results of the census are also enormously important in another way — the allocation of federal funds.

Theoretically, a political party could disproportionately steer federal funding to areas dominated by its own members through a skewing of census numbers.

At this point the White House doesn’t seem willing to say what Emanuel’s role will be in overseeing the census, and White House officials say census managers will work closely with top-level White House staffers, but will technically remain part of the Commerce Department.

But critics say the White House chief of staff can’t be expected to handle the census in a neutral manner.

Emanuel ran the Democratic Congressional Campaign Committee in the 2006 election, and he was instrumental in getting Democrats elected into the majority.

“The last thing the census needs is for any hard-bitten partisan (either a Karl Rove or a Rahm Emanuel) to manipulate these critical numbers. Many federal funding formulas depend on them, as well as the whole fabric of federal and state representation.

Partisans have a natural impulse to tilt the playing field in their favor, and this has to be resisted,” Larry Sabato, the director of the Center for Politics at the University of Virginia, told FOX News in an e-mail.

Critics note that the method of counting can skew the census. Democrats have long advocated using mathematical estimates, a practice known as “sampling,” to count urban residents and immigrants.

Republicans say the Constitution requires a physical head count, which entails going door-to-door.

In 2000, Utah, which has three congressmen, was extremely close to landing a fourth House seat based on U.S. Census numbers, but the nation’s most conservative state fell short by a few hundred votes because the Census Bureau wouldn’t count Mormon missionaries from Utah serving temporarily overseas.

The GOP took the case to the U.S. Supreme Court, but was ultimately unsuccessful. Utah leaders had hoped the 2010 census would rectify the problem, but now worry that they will lose again if the census is managed by partisans.

When Obama nominated New Mexico Gov. Bill Richardson to be commerce secretary — he was later forced to withdraw — he indicated that Richardson would be in charge of the census.

The decision to move the census into the White House was announced just days after Obama named New Hampshire Sen. Judd Gregg, a Republican, to be his commerce secretary. Gregg has long opposed “sampling” by the census and has voted against funding increases for the bureau.

Sabato said moving the census “in-house” will likely set up a situation where neither the Commerce Department nor the White House will know exactly what is going on in the Census Bureau. He said the process is “too critical to politics for both parties not to pay close attention.”

“I’ve always remembered what Joseph Stalin said: ‘Those who cast the votes decide nothing. Those who count the votes decide everything.’

The same principle applies to the census. Since one or the other party will always be in power at the time of the census, it is vital that the out-of-power party at least be able to observe the process to make sure it isn’t being stacked in favor of the party in power. This will be difficult for the GOP since I suspect Democrats will control both houses of Congress for the entire Obama first term,” Sabato said.


So WHY just after 19 days post-inauguration does President Obama feels this needed to be done expediently?

1.  To draw new district lines to make sure his supporters during the election get an increase in federal funds; those that didn’t are punished?

2.  To figure out the “concentrations” of citizens and the National Civilian Security Force members that need to be in each area for population control?

I am sure President Obama and Rahm Emanuel will tell America the TRUTH as to WHY this move is imperative even when our own CONSTITUTION states it should be done “person to person” not just use “sampling numbers”.

Smells more like dictatorial control to me….
