No one knows for certain who first coined the term “Shadow Party.” In the November 5, 2002 Washington Post, writer Thomas B. Edsall wrote of “shadow organizations” that were springing up to circumvent McCain-Feingolds soft-money ban (which is discussed at length below). Journalist Lorraine Woellert first called the Democrat network a “shadow party” in a September 15, 2003 Business Week article titled “The Evolution of Campaign Finance?” Other journalists soon followed suit.

Here, the term “Shadow Party” is used specifically to refer to the network of non-profit activist groups organized by George Soros and others to mobilize resources – money, get-out-the-vote drives, campaign advertising, and policy initatives – to advance Democratic Party agendas, elect Democratic candidates, and guide the Democratic Party ever-further towards the left. The Shadow Party in this sense was conceived and organized principally by Soros, Hillary Clinton, and Harold Ickes. Its efforts are amplified by, and coordinated with, key government unions and the activist groups associated with the Association of Community Organizations for Reform Now (ACORN). The Center for American Progress (CAP) describes itself as “a nonpartisan research and educational institute” aimed at “developing a long-term vision of a progressive America” and “providing a forum to generate new progressive ideas and policy proposals.”

Robert Dreyfuss reports in the March 1, 2004 edition of The Nation: “The idea for the Center began with discussions in 2002 between [Morton] Halperin and George Soros, the billionaire investor. … Halperin, who heads the office of Soros’ Open Society Institutebrought [former Clinton chief of staff John] Podesta into the discussion, and beginning in late 2002 Halperin and Podesta circulated a series of papers to funders.”

Soros and Halperin recruited Harold Ickes – chief fundraiser and former deputy chief of staff for the Clinton White House — to help organize the Center. It was launched on July 7, 2003 as the American Majority Institute. The name was changed to Center for American Progress (CAP) on September 1, 2003. The official purpose of the Center was to provide the left with something it supposedly lacked — a think tank of its own.

Regarding the new think tank proposed by Soros and Halperin, Hillary Clinton told Matt Bai of The New York Times Magazine on October 12, 2003, “We need some new intellectual capital. There has to be some thought given as to how we build the 21st-century policies that reflect the Democrat Partys values.” She later told The Nation‘s Robert Dreyfuss, “We’ve had the challenge of filling a void on our side of the ledger for a long time, while the other side created an infrastructure that has come to dominate political discourse. The Center is a welcome effort to fill that void.”

Persistent press leaks confirm that Hillary Clinton, and not Podesta, is ultimately in charge of CAP.It’s the official Hillary Clinton think tank,” an inside source confided to Christian Bourge of United Press International. Robert Dreyfuss notes in The Nation, “In looking at Podesta’s center, there’s no escaping the imprint of the Clintons. It’s not completely wrong to see it as a shadow government, a kind of Clinton White-House-in-exile — or a White House staff in readiness for President Hillary Clinton.” Dreyfuss notes the abundance of Clintonites on the Center’s staff, among them Clinton’s national security speechwriter Robert Boorstin; Democratic Leadership Council staffer and former head of Clinton’s National Economic Council Gene Sperling; former senior advisor to Clinton’s Office of Management and Budget Matt Miller; and others. In 2007, Mrs. Clinton told the YearlyKos convention of leftwing bloggers that she “helped to start and support” CAP.

One of CAP’s primary missions is to carry out “rapid response” to what it calls conservative “attacks” in the media. To this end, CAP maintains more than a dozen spokespeople ready to appear on short notice on national talk shows to debate or respond to conservative commentators. Among CAP’s expert commentators are its own President, John PodestaEric Alterman, who claims expertise on the subject of media; and CAP Senior Vice President Morton Halperin, who offers to speak on national security.

On May 3, 2004, CAP helped to launch David Brock‘s Media Matters for America – which claims to serve as a “watchdog” organization monitoring ”rightwing” media for ethics and accuracy.According to The New York Times, Brock conferred with Hillary Clinton, Senator Tom Daschle, and former Vice President Al Gore about Media Matters before embarking on the project. “Mr. Brock’s project was developed with help from the newly formed Center for American Progress,” notes the Times, and John Podesta “introduced  [Brock] to potential donors.”

Podesta’s most lasting contribution to the leftist cause came through his promotion of a strategy that White House aides dubbed “Project Podesta.” This was a system that enabled the Clintons to push through unpopular policies that neither Congress nor the American people wanted. Its implementation marked a dramatic tilt in the balance of power, giving the executive branch an unprecedented ability to force its will on the legislative branch.

Project Podesta enabled the President to bypass Congress through the use of executive orders, presidential decision directives, White-House-sponsored lawsuits, vacancy appointments to high federal office, selective regulatory actions against targeted corporations, and a host of other extra-constitutional tactics.

In short, Podesta showed the Clintons that they could gain by force what they might fail to achieve through legislation. “Stroke of the pen. Law of the land. Kind of cool,” quipped White House aide Paul Begala to The New York Times on July 5, 1998, in response to questions about the Clintons’ growing disdain for the will of Congress.

Project Podesta’s most ambitious exercise was the war on Yugoslavia which Clinton launched by executive order on April 13, 1999, in defiance of the U.S. Congress and the United Nations.

When US News and World Report first revealed the existence of Project Podesta on November 1, 1999, two Congressional hearings convened to investigate the Clintons’ abuse of executive power. But the investigators issued no reports and took no action.

In the aftermath of this month’s midterm congressional elections, pundits and politicians across the ideological spectrum are focusing on how difficult it will be for President Barack Obama to advance his policy priorities through Congress. Predictions of stalemate abound. And some debate whether the administration should tack to the left or to the center and compromise with or confront the new House leadership.

As a former White House chief of staff, I believe those to be the wrong preoccupations. President Obama’s ability to govern the country as chief executive presents an opportunity to demonstrate strength, resolve, and a capacity to get things done on a host of pressing challenges of importance to the public and our economy. Progress, not positioning, is what the public wants and deserves.

The U.S. Constitution and the laws of our nation grant the president significant authority to make and implement policy. These authorities can be used to ensure positive progress on many of the key issues facing the country through:

  • Executive orders
  • Rulemaking
  • Agency management
  • Convening and creating public-private partnerships
  • Commanding the armed forces
  • Diplomacy

The ability of President Obama to accomplish important change through these powers should not be underestimated. President Bush, for example, faced a divided Congress throughout most of his term in office, yet few can doubt his ability to craft a unique and deeply conservative agenda using every aspect of the policymaking apparatus at his disposal. And, after his party lost control of Congress in 1994, President Clinton used executive authority and convening power to make significant progressive change. For instance, he protected more great spaces in the lower 48 states than any president since Theodore Roosevelt, established for the first time significant protections for Americans’ medical privacy, and urged the creation of the Welfare-to-Work Partnership that enlisted the help of 20,000 businesses in moving more than 1 million welfare recipients into the workforce.

The upshot: Congressional gridlock does not mean the federal government stands still. This administration has a similar opportunity to use available executive authorities while also working with Congress where possible. At the Center for American Progress, we look forward to our nation continuing to make progress.

“We can’t wait.”

That’s the phrase that President Obama has made popular recently. It’s meant as a shot at Congress — a Congress the president believes is slow to act on his policies. The phrase has also been used to justify the president’s increasing using of executive orders and signing statements. And now, the New York Times reports, it’s a phrase we could be hearing a lot more of as the president is looking to expand his use of executive powers.

That might not be too surprising given the president’s recent action. But consider: Obama criticized George W. Bush for his use of executive powers during the last election. The Times explains:

As a senator and presidential candidate, he had criticized George W. Bush for flouting the role of Congress. And during his first two years in the White House, when Democrats controlled Congress, Mr. Obama largely worked through the legislative process to achieve his domestic policy goals.

But increasingly in recent months, the administration has been seeking ways to act without Congress. Branding its unilateral efforts “We Can’t Wait,” a slogan that aides said Mr. Obama coined at that strategy meeting, the White House has rolled out dozens of new policies — on creating jobs for veterans, preventing drug shortages, raising fuel economy standards, curbing domestic violence and more.

Each time, Mr. Obama has emphasized the fact that he is bypassing lawmakers.

“Aides say many more such moves are coming,” the Times adds. “Not just a short-term shift in governing style and a re-election strategy, Mr. Obama’s increasingly assertive use of executive action could foreshadow pitched battles over the separation of powers in his second term, should he win and Republicans consolidate their power in Congress.”

That raises the question: Can you wait?

6 Things You Need to Know About Deferred Action and DREAM Act Students

By The Center for American Progress Immigration Team | June 15, 2012

Today President Barack Obama announced that his administration will suspend deportation (“deferred action”) and grant work authorization to DREAM Act-eligible youth, effective immediately. These youth, who were brought to the United States at a young age, have been living in limbo as Congress plays political football with their lives by failing to pass the DREAM Act and give them a pathway to legal status. Though the president’s action cannot grant permanent legal status, it is a significant step forward that will give piece of mind and the ability to work to a significant group of people.

The president’s announcement raised some questions, so we offer some clarity below by listing six things that you need to know about deferred action and DREAM Act students:

1. Does the president have the authority to do this? Yes. Deferred action is a type of prosecutorial discretion available to the president as part of routine immigration law. It allows the president to stop or suspend the deportation of an individual and to grant that person work authorization. Presidents from both parties have used deferred action frequently since 1971.

2. Who is eligible for deferred action? Similar to the provisions of the House-passed version of the DREAM Act in 2010, anyone between the ages of 15 and 30 (who came to the United States before age 16) is eligible if they have been in the United States for at least five years, are in or have completed high school, are in the armed services currently or have been honorably discharged, and have not been convicted of a felony, significant misdemeanor, or multiple misdemeanors.

3. How many people are eligible? Roughly 1 million people will qualify. DREAMers not already known to the Department of Homeland Security will be able to come forward and apply for the deferred action.

4. Isn’t this amnesty? Absolutely not. Deferred action is only a temporary two-year status; it is not permanent residency. It isn’t a reward for anything, and it does not allow any immigrant to bring over their family members. Further, it does not bring a single extra person into the United States. These youth already live here. DREAMers will be able to apply for this status, and it will be decided on a case-by-case basis. This is not a blanket form of relief.

5. Will this policy encourage more illegal immigration? No. This policy is neither a magnet for undocumented immigration nor a long-term solution to the problem. Only individuals who have been in the country for five years before today are eligible to apply for this temporary protection. It merely allows qualifying individuals to stop looking over their shoulder and start looking toward their future until Congress can overcome its paralysis.

6. Do we still need Congress to pass the DREAM Act? Yes! The president’s announcement gives only temporary legal status to DREAM Act-eligible youth, and it can be revoked with the stroke of a pen by the next president. Only Congress can pass a law—the DREAM Act—to protect these students permanently and give them a pathway to citizenship.

It‘s very rare that you see President Obama admit wrongdoing after he’s done something. Unfortunately, it’s much more common for him to say something is a bad idea and then do it. Listing the number of instances would take too long, but it‘s safe to say it’s a common trend.

And now there’s just one more example. In the following clip, taken from a 2011 Univision Town Hall, President Obama admits that it’s beyond his power to suspend deportations for anyone because (surprise, surprise) there are laws on the books that he’d be breaking by doing that. In other words, the President acknowledges that to do what he did today would be a rank violation of the separation of powers. Watch below:
